Provides background on payment limits for farm commodity programs, which restrict the allowable payments individuals, corporations, partnerships or trusts can receive under the Farm Security and Rural Investment Act. Reviews an amendment to S. Con. Res. 23, the Senate-passed budget resolution, that reduced farm program spending, and explains S. 667, to reduce payment limits on direct, countercyclical, and marketing loan payments for certain commodities.
