Discusses selected elements of the environmental review process that are required to comply with the National Environmental Policy Act of 1969 and are relevant to the current debate regarding transportation reauthorization legislation, including interagency cooperation, project "purpose and need" and alternatives, designation of categorical exclusions, and requirements applicable to parks, refuges, and historic sites. Provides overview of the environmental streamlining provisions in the Transportation Equity Act for the 21st Century and the Safe, Accountable, Flexible, and Efficient Transportation Equity Act of 2003 that require Federal agencies to increase coordination of environmental review and permitting procedures for highway and transit projects; and reviews related legislative proposals.
