Summarizes and compares the first responder grant provisions of S. 2845, the National Intelligence Reform Act of 2004, and H.R. 10, the 9/11 Recommendations Implementation Act of 2004, proposed to change the current distribution formula for first responder grant funding to States and localities, in light of the National Commission on Terrorist Attacks Upon the United States (9/11 Commission) recommendation for State and local homeland security assistance. Presents the estimated guaranteed amount each State would be allocated under these bills.
