- Reviews P.L. 104-193, the 1996 welfare reform law, which allows States to use Temporary Assistance for Needy Families (TANF) funds for individual development accounts (IDAs) that are established for TANF-eligible persons. Covers Title IV of P.L. 105-285, the Assets for Independence Act of 1998, which authorized direct Federal spending for demonstration IDAs, extending eligibility for these IDAs to additional persons with low earnings. Outlines Office of Refugee Resettlement 2002 projects to establish and manage IDA accounts for refugees.
