Presents an overview of No Child Left Behind Act (NCLBA) revisions to Title I-A of the Elementary and Secondary Education Act (ESEA), which authorizes the provision of supplementary educational and related services to low-achieving, low-income, or otherwise disadvantaged primary and secondary public school students. Covers NCLBA revisions to ESEA Title I-A provisions regarding pupil assessment, adequate yearly progress requirements, program improvement and corrective actions, allocation formula provisions, and staff qualifications. Discusses debate over continued States and local educational agencies participation in the Title I-A program, and the potential effects of opting-out of participation in the program.
