- Analyzes Homeland Security Presidential Directive 6 (HSPD-6), to establish the Terrorist Screening Center, administered by FBI, to consolidate several Government terrorist watch lists into a single terrorist screening database to better identify, screen, and track known terrorists. Reviews prior terrorist screening methods, failures to identify and screen the perpetrators of the Sept. 11, 2001 terrorist attacks against the U.S., efforts to elevate and expand terrorist identification, screening, and tracking under HSPD-6, criminal history tracking mechanisms, biometric identification systems used to prevent alien terrorists from crossing U.S. borders, and watch list-related provisions in S. 2845 and H.R. 10. Also discusses possible issues for Congress.
