Reviews the fee-for-service (FFS) provisions of Medicare reform bills H.R. 1, as passed by the House of Representatives, and S. 1, as passed by the Senate, and compares them with the provisions in H.R. 1, the Medicare Prescription Drug, Improvement, and Modernization Act of 2003, as enacted.
