Provides overview of noncitizen eligibility for emergency Medicaid benefits. Reviews funding for emergency services prior to P.L. 108-173, the Medicare Prescription Drug, Improvement, and Modernization Act of 2003; and summarizes the estimated emergency health service costs incurred by States for unauthorized aliens.
