Describes Congressional review of Federal agency rulemaking, as allowed by the Small Business Regulatory Enforcement Fairness Act of 1996, including disapproval of OSHA ergonomics standard in Mar. 2001. Analyzes problems with current law, including lack of expedited consideration procedure in the House, lack of a screening mechanism to identify certain rules needing special Congressional attention, and necessity of supermajority for passage of disapproval resolution for certain politically important agency rules.
