Memorandum of an argument made before the United States and Venezuelan Commission, on Monday, October 14, 1889 / by Mr. Crammond Kennedy, in regard to the rights of holders of certificates of award, whether by succession of interest or purchase, under the treaties of December 5, 1885, and March 15, 1888, between the United States and Venezuela ; with suggestions submitted in writing by Messrs.
