Text begins: Por el Supremo Ministerio de Gracia y Justicia se me ha comunicado el Real Decreto é instruccion del 23 del mes de May último cuyo tenor es el siguiente: "Las Córtes generales y extraordinarias, atendiendo á que segun previene la Constitucion de la Monarquía debe haber Córtes ordinarias en cada año, y considerando que la utilidad pública, que ha hecho formar esta regia constitucional, nunca recomienda mas su observancia que quando las urgencias del Estado, y la necesidad de ir poniendo en planta la misma Constitucion lo exigen tan imperiosamente, han venido en decretar y decretan ..."

RBC copy housed in a box containing 29 printed broadsides, sheets and pamphlets and 3 manuscripts relating to early 19th-century Mexico and the Yucatán, most dated between 1809-1820.
RBC copy has ms. inscription in brown ink beside the printed signature of Francisco Xavier Venegas at foot of sheet (in his hand?); autograph of José Ygnacio Negreiros y Soria in brown ink at foot of sheet.
RBC copy printed on revenue-stamped paper of the sello cuarto class. Originally valid for 1811-1812, the paper has been revalidated for 1812-1813, with the appropriate stamp applied.
RBC copy: head margin torn off with some damage to first line of text; tear in tail right-hand corner of sheet with damage to autograph of José Ygnacio Negreiros y Soria.
