- Devra C. Moehler sets out to answer these questions by investigating the experience of Uganda. Political participation, she finds, produces "distrusting democrats" who embrace their role as citizens in a democracy but who believe their government doesn't measure up to the democratic ideal. Politically involved Ugandans tend to support the principles of tolerance, equality, freedom, and the rule of law. Whereas they have a greater understanding of the constitution than their politically uninvolved compatriots, they are also more skeptical about the national government.
- This provocative study suggests that democratic participation may initially cause disillusionment and instability. In the long run, however, it may cultivate a more politically sophisticated citizenry.
