- The European Union (EU) and the United Nations (UN) have become increasingly involved in conflict resolution, yet they are rarely compared systematically. This book focuses on the role of bureaucracies in the (EU) and the (UN) when dealing with conflict. Tannam's comparative analysis of EU and UN's policy-making procedures explores how and why they differ from each other, arguing that the UN Secretariat and the European Commission have autonomy under certain conditions and that reducing explanations of EU and UN's policy outcomes to 'political will', or to the preferences of member states is inaccurate.
