Summary:
Stie (U. of Agder, Norway) advocates not just a deliberative, but also a procedural approach to democratic legitimacy. A legitimate policy outcome is only partly justified by the quality of its content, she argues, it is just as important how the outcome was reached. She describes how to transform deliberative principles into mechanisms that most likely will maximize the conditions for this to happen. Among her topics are what democratic legitimacy is, the evaluative framework for approximating ideal principles to non-ideal conditions, including affected and competent parties, neutralizing asymmetrical power relations, and decision-making capacity.
