Summary:
Today, 75 percent of Colombians live in cities; over the past 40 years, urban activities have contributed to more than 50 percent of the country's growth rate. The efficiency and productivity of Colombia's urban systems will be key determinants in the nation's ability to transition from a middle-income to a higher-income economy. Strengthening the roles of cities can mitigate the risks inherent in a commodity-intensive economy by supporting a stronger resource-based manufacturing economic structure and more knowledge-intensive industries. A well-functioning urban system improves access to basic services, facilitates poverty reduction, and enhances the quality of life.
Colombia Urbanization Review: Amplifying the Gains from the Urban Transition provides diagnostic tools to inform the national policy dialogue and investment priorities. The review, developed in close consultation with the Department of National Planning, was implemented in two stages. The first stage identified a series of bottlenecks that limit the efficiency of the urban system. The second stage focused on three areas where the analytical gaps are widest: deepening economic connectivity, enhancing coordination at regional and metropolitan levels, and fostering efficiency and innovation in how cities finance themselves. Connecting, coordinating, and financing are the three pillars of this study.
