Summary:
Migration, visas, readmission agreements and counterterrorism are today at the heart of the EU's external relations. It is in this context that this book maps the inclusion of justice and home affairs (JHA) considerations within the EU's relationship with its Mediterranean partners. This book is more specifically interested in analysing the drivers of the external dimension of the EU's internal security.
Going beyond traditional security or spill-over explanations, this book investigates the cases of border management counterrorism and rule of law promotion. Through a rational-choice historical institutional approach, it contends that the development of a JHA Mediterranean dimension has been contingent upon two independent variables: states' preferences and historical legacies. The pattern that emerges is that the development of a JHA external dimension depends on the intended strategic action of actors and is affected by time.
This book will be relevant for academics and policymakers interested in justice and home affairs and its external dimension. It is also a key reference for approaching the EU's external relations as it touches upon security issues as well as normative issues such as the promotion of the rule of law in the Mediterranean region.
