- Project analysis techniques have been used to assess development projects for more than five decades, and the authors recognize that those techniques can yield badly designed projects that waste resources. Their study looks at the relevance of those techniques today and examines developments that have occurred and current problems that result from applying them. Some issues addressed include: estimating a shadow exchange rate, environmental valuation, assessing the benefits of new or improved roads, cost effectiveness in health, measuring benefits in education, and European Union regional policy.
