Summary:

Security concerns after 9/11, greenhouse gas emission and other environmental concerns, and fiscal shackles due to tax cuts for the wealthy have led some to suggest cutting back on repair and maintenance of the nearly one million buildings and other structures owned and operated by the US government. In response, the Federal Facilities Council asked the National Research Council to develop methods, strategies, and procedures to predict outcomes of investing in such maintenance and repair.
