Memorial of the Legislature of California, in favor of such an amendment to the act entitled "An act to aid in the construction of a railroad and telegraph line from the Missouri River to the Pacific Ocean, and to secure to the government the use of the same for postal, military, and other purposes," approved July 1, 1862, as will more fully protect the rights of miners and bona fide occupants of such lands as may be conveyed by virtue of that act; and also in favor of the exemption of all mineral lands, in any grant of land under that act.
