In this work for policy makers, education administrators, and scholars in economics and public policy, Benjamin (Council for Aid to Education) analyzes problems of higher education in the US using public goods theory and concepts of political economy, comparative public policy, and business. He is especially concerned with evidence that many young people aren't prepared to meet the economic and social demands of today's knowledge economy. He explores reasons for escalating high-school drop-out rates, low graduation rates for those who do go to college, and the low quality of education many undergraduate students receive in college. He advocates rethinking the goals and purposes of higher education on the societal level, and identifies university govnernance as a key to solving problems.
