Memorial of Edward Downey, mayor of Brownsville, Texas, praying that measures be taken to procure from the Mexican government the abolition of the zona libre, (free belt,) established by the Legislature of the State of Tamaulipas, by act passed on the 28th December, 1857, and approved by the Congress of Mexico July 30, 1861, along the frontier of the republic of Mexico, on the Rio Grande, with a view to prevent smuggling into the United States, and for the protection of American interests on that frontier.
