Pickering's "dispatch" of January 16, 1797, is one of the documents accompanying the President's message of January 19, 1797, concerning relations with France. The letter was reprinted as a separate pamphlet, New York, 1797, with title: Letter from the secretary of state to Charles C. Pinckney, esq., in answer to the complaints of the French minister ... Another edition has imprint, Richmond: Printed and sold by T. Nicholson [1797].
