A bill to protect the general public in the purchase and application of toxic and hazardous substances within the home environment; to provide for the labelling of such products; to provide for the licensing of manufacturers in respect of hazardous substances, products and processes; to improve safety standards and to require testing of substances, products and processes; to provide codes of practice for consumers and contractors; to set up a register of toxic and hazardous substances; and for connected purposes.
