Crippled persons (miscellaneous provisions). A bill to empower the Minister of Health, in such circumstances as he shall deem proper and subject to such regulations as he may make, to issue to crippled persons any form of powered vehicle; to require appropriate authorities to take account of the needs of crippled persons when considering and approving plans of buildings to which it is intended that the public shall have access; and for purposes connected therewith.
