Local Government Qualification (England and Wales) Bill. Memorandum. This bill applies to the case of county and borough councils a provision of the Local Government Act, 1894, whereby a residential qualification is made alternative with the electoral qualification for being eligible to sit on boards of guardians, district and parish councils.
