National debt. An account of all monies paid for the purchase of five per cent or other public funds, for the reduction of the public debt, and expenses arising from the receipt of loans, funding of exchequer bills, &c. connected with the loans, which have not been paid to the Commissioners of the Sinking Fund, but expended under the orders of His Majesty's Treasury, and charged in the account of miscellaneous or other disbursements; stating the amount paid, and for what purpose, in each year since 1786, and the total of the whole.
