- On October 18 to October 20, 2007, the Institute of Intergovernmental Relations (IIGR) in conjunction with the International Association of Centers for Federal Studies (IACFS) and the international Political Science Association Research Committee on Federalism and Federation was privileged to host and organize "The Federal Idea," a conference celebrating the career and accomplishments of Ronald L. Watts, above all, his contributions to the study and practice of federalism.
- As a political scientist, Ronald L. Watts has worked for more than 50 years on the comparative study of federal systems and on Canadian federalism, and has written, edited or co-edited 31 books and has written over 115 articles and chapters in books.
- On several occasions he has been a consultant to the Government of Canada during constitutional deliberations, most notably as a commissioner on the Task Force on Canadian Unity (Pepin-Robarts) from 1978 to 1979, as a consultant to the Federal-Provincial Relations Office in 1980 to 1981, and as Assistant Secretary to the Cabinet for Constitutional Development (Federal-Provincial Relations Office) from 1991 to 1992. He has also been an advisor to governments in several other countries including Uganda, Papua New Guinea, South Africa, and, more recently, Switzerland, Kenya, Cyprus, Yugoslavia, Pakistan, the Philippines, India, Nepal and " Ethiopia.
- The Federal Idea: Essays in Honour of Ronald L Watts is a collection of more than thirty, papers authored by many of the foremost scholars and practitioners of federalism. The contributions collected in this festschrift all reflect the' unifying theme of both the conference and this volume, namely, the contributions made by Ron Watts to the study of federalism. We believe the readers will find that the papers not only build upon the framework developed by Ron Watts, but as well advance the study-of the federal idea and of comparative federalism.
