Summary:
Enarson, cofounder of the Gender and Disaster Network, claims that gender relations put the majority of women in the US at increased risk in disasters, whether through poverty or physical challenges, racial or ethnic marginalization, insecure housing, language barriers, or domestic violence. Writing in an accessible style for emergency planners and those in the field of disaster sociology, she draws on academic literature as well as personal narratives, government and non-government reports, online reports, and other sources, most from the US and conducted between 1990 and 2010. Some specific topics addressed are sexual violence against women in the aftermath of disasters, how women respond to disaster warnings, and obstacles to gender mainstreaming in the practice of emergency management.
