- Hakkarainen joined the Finnish Ministry for Foreign Affairs in 2006, and currently works at the Finish Embassy in Berlin. This book is an expanded version of his PhD thesis (2008, U. of Oxford) and represents a decade of study. In six chronologically themed chapters, he offers a thorough investigation of the substantial transformations of West German foreign policy during the period under consideration and the FRG's pivotal involvement in the Conference on Security and Cooperation in Europe and, subsequently, the Helsinki Final Act of 1975.
