West (government and public service, Texas A&M) reviews the history of the planning, programming, budgeting system (PPB) adopted by the Department of Defense in 1961, and analyzes the PBB implemented by the National Oceanic and Atmospheric Administration (NOAA) in 2002. The findings lend perspective to the conclusion of other studies that performance information collected pursuant to GPRA has had limited substantive impact.
