Contributions by districts or localities benefited by the construction of levees along and improvement of the Mississippi River, etc. Letter from the Secretary of War, transmitting, with a letter from the Chief of Engineers, report of the Mississippi River Commission, showing amounts which have been contributed or are now being contributed by districts or localities on the Mississippi River benefited by the construction of levees or other improvements, the amount of bonds issued by such localities, the amount of bonds outstanding, the taxable value of the lands and other property within the levee and other districts issuing bonds; also whether there are any such districts or localities upon said river or near to it in a situation to be benefited by the improvement of said river which are making no contributions toward the improvement thereof.
