Tuttle is most famous for his tenure as chief judge for the US Court of Appeals for the Fifth Circuit (with jurisdiction over much of the Deep South) in the tumultuous years following Brown v. Board of Education. Emanuel lauds Tuttle's decisions as having played a key role in institutionalizing the promise of Brown through his jurisprudence at the Fifth Circuit.
