Hsu (law, U. of British Columbia) explores potential policy options for an global response to global warming due to the emission of greenhouses gases, particularly carbon dioxide, and argues that a carbon tax is currently the most effective means of reducing emissions. In its simplest form, he explains, the tax is levied on fossil fuels at some transaction point before combustion, essentially as a sales tax based on the carbon content of the fuel.
