Message from the President of the United States transmitting conventions and recommendations that were adopted at the thirtieth session of the International Labor Conference held at Geneva from June 19 to July 11, 1947, and instrument of amendment adopted at the thirty-first session of the conference held at San Francisco June 17 to July 10, 1948; also the report of the Acting Secretary of State regarding the above-mentioned conventions, instrument of amendment, and recommendations, and a letter of December 3, 1948, from the Acting Secretary of Labor to the Secretary of State regarding those documents.
