Contributors to v.1 review the historical and current policy and practices context. Issues discussed include how early is early enough for identification of needs, professional preparation of personnel providing services to very young children and their families, the controversy over the effects of non-parental child care, and the evaluation and cost-effectiveness of programs. V.2 treats proven and promising practices, e.g., partnering with families from diverse cultures, the use of technology in early intervention.
