Summary:
What factors have driven the rapid expansion of information and communication technologies (ICTs) in Africa, and why do some countries in the region outperform others? This report seeks answers to these questions in order to guide policies for fostering the development of the mobile voice network in Africa and to boost the spread of broadband Internet coverage. Williams (Global ICT Group, World Bank) reviews the recent history of the ICT market in Africa and details financial aspects of the ICT revolution, especially how investments have been financed and which companies have most influenced the ICT sector. The study also looks ahead to the future, asking how far the expansion of mobile voice networks can go under current policies and whether broadband Internet can develop into a mass-market service in Africa. The study draws on background papers that were prepared by World Bank staff and consultants, under the auspices of the Africa Infrastructure Country Diagnostic (AICD).
