In this study of economic policy-making in the Islamic Republic of Iran, Pesaran (politics, U. of Cambridge, UK) highlights the role of factional contestation amongst the ruling elite over the threats and opportunities of economic globalization within the context of the constitutional framework of appointed and elected institutions established with the overthrow of the Shah. She particularly focuses on debates over the issue of foreign investment in government institutions and the press, generally presenting the debates as shaped by a cleavage between, on the extremes, those who think economic independence will come only through economic growth powered by outside investment and those who believe that foreign investment opens the door to exploitation and the betrayal of Iranian interests, highlighting the role of the constitutional/institutional nature of the Iranian government in the shaping of the varying outcomes of these debates.
