Biography/History:
At this time Spanish military officer who had been appointed commander of the militia brigade at San Luis Potosí in May 1794, and was subsequently detached for temporary duty as inspector of Nuevo Santander and Nuevo León, arriving in Nuevo Santander in December 1794.
Summary:
Report, under the heading No. 28, written by the Spanish military officer Félix Calleja, dated from Santander, 25 July 1795, and addressed to the governing Spanish Viceroy, containing Calleja's observations and recommendations following a tour of inspection of the provinces of Nuevo Santander and Nuevo Reino de León, of New Spain. (Nuevo Santander included the present-day Mexican state of Tamaulipas, and a portion of southern Texas; Calleja specifies the northern border as north latitude 28 degrees 15 minutes, f. 4r. Nuevo Reino de León corresponds to the present-day Mexican state of Nuevo León.) The report is divided into two parts. The first part (f. 2r-30v) gives a detailed description of the geography, population, property, and industry of Nuevo Santander, as well as strategic recommendations for development and an account of the military conditions in both provinces. (Calleja was relieved of responsibility to provide general background about Nuevo Reino de León, in view of the appointment of a new governor there; f. 2v). The second part of the report (f. 30v-64r) gives a history of the political and military aspects of both provinces, including the history of the Spanish government's relations with the Indians, and then offers recommendations for managing relations with the Indians and improving defense against Indian attacks. The report is attested and co-signed by Simón de Herrera (f. 64r), who was the new governor of Nuevo León. Appended at back are statistical summaries (numbered 5 to 9), on the following topics: settlements and population (no. 4; f. 66r-v), and property such as mules, horses (no. 6; f. 68r-v) in Nuevo Santander; hostile Indian groups within the provinces (no. 7; f. 70r-v); hostile Indian groups on the frontier (no. 8; f. 72r-73r); and a résumé of the foregoing statistics (no. 9; f. 74r). Calleja explains that other statistical summaries, no. 1 to 3, referred to in the report, had been sent separately (f. 1); presumably the same was true for statistical summary no. 4, also referred to in the report (f. 41v). In addition, he makes reference to two maps accompanying the report, a general one of the two provinces and a particular one of the port of Santander (f. 3v); however, no maps are included in the manuscript.
