- Conducting a critical analysis of the implementation, utilization, and impact of the European Union's legal and institutional innovations that have been adopted in support of counterterrorism policy, Bures (Metropolitan U. Prague, Czech Republic) concludes that EU counterterrorism policy is more of a paper tiger than an effective counterterrorism instrument. Among the faults he cites are a lack of timely implementation of certain legal instruments, adoption of incorrect models for fighting terrorism financing, lack of relative competencies and tools in such areas as countering the "root causes" of terrorist radicalization, institutional weakness of EU agencies in the area of counterterrorism, and an ongoing reliance on bilateral and multilateral arrangements by national agencies tasked with counterterrorism. He does identify some areas where EU counterterrorism policy is more than a paper tiger, such as the introduction of the European Arrest Warrant. In addition to identifying weaknesses and a few strengths, Bures considers future scenarios for the development of EU counterterrorism policy.
