Summary:
"The Department of Human Services in Philadelphia removes children up to 6 times the rate of other cities of its size. Black children are 13 % of the Pennsylvania population, but 49 % of children in foster care."--Opening frames. This film suggests that the funds given to foster parents for child support would, if given to the birth parents, alleviate the perceived economic distress of the birth parents' household and make unnecessary the rush to foster care.
