Also the preamble to the act for restoring the old proprietors to their estates, &c. as it passed the House of Commons. IV. A scheme, humbly offered to the consideration of the Parliament of Ireland, to make the inhabitants of that kingdom a happy and flourishing people, without interferring with any thing that might affect the people of England.
