Summary:
This survey queried heads of county councils and commissions, elected county executives, county administrators, and county health officers to explore policy development and the interaction between counties and public health agencies. Major areas investigated were the amount of county activity initiated by community groups seeking county action regarding public health and other county functions, most important county problems and policy priorities, effectiveness of the county health department, functions performed by the public health agency in the county, reorganization of the health department, level of advocacy by the county board of health for public health issues, type of statutory authority of the board of health, administration of state health programs by the county health agency, activities of the head of the county health department including interactions with the community and media, the success of county departments in obtaining increased funding, level of county governing board member support for increased funding, change in total county budget during year, change in local contribution to the public health budget, and county officials' training in medicine or health care.
