- Considers S. 1577, the Diplomatic Relations Act of 1957, to supplement the Vienna Convention on Diplomatic Relations to provide for comparable treatment for countries not a party to that convention, to enpower the President to make bilateral agreements irrespective of the convention, and to afford diplomatic immunity to heads of state and government, and foreign ministers while traveling in the U.S.
