- Considers S. 1698 and related bills, to amend the Bank Merger Act and the Federal Deposit Insurance Act to require banks to give pre-merger notification to Justice Dept for review under Clayton and Sherman Antitrust Acts. Focuses on economic concentration, competition, and control in banking and the relationship of S. 1698 to several Justice Dept antitrust actions against banking institution megers. Also considers H.R. 10507 and H.R. 10508, to amend the Federal Reserve Act to make the Federal Reserve System more accountable to Congress and to reduce the number of Federal Reserve Board seats.
