- Considers. S. 1289, to eliminate the shipper's oath required on export declarations. S. 1183, to amend the Merchant Marine Act of 1936 to provide Federal reimbursement to a vessel owner for construction expenses over those he would have incurred had the lowest construction bid been accepted. S. 1184, to amend the Merchant Marine Act of 1936 to permit the return of a vessel to the former owner under similar terms prevailing when the U.S. requisitioned the vessel. S. 1185, to amend the Merchant Marine Act of 1936 to allow the use of capital reserve funds for design research and development by the steamship lines. S. 1456, to authorize an additional Assistant Secretary of Commerce to handle science and technology matters. S. 1627, to permit the coastwise trade use of certain foreign vessels admitted under American registry. S. 1690, to amend the Merchant Marine Act of 1936 to increase the estimated accrued subsidy payments to subsidized operators before voyage account auditing and to decrease such payments that could be paid after auditing and before the final annual accounting. S. 1728, to amend the Merchant Marine Act of 1936 to provide that obsolete vessels can be traded in for a fair market value in connection with the construction of replacement vessels.
