- Summary:
- Examining ethnic conflict in Russia and Georgia, this book considers the factors that enhance the likelihood of nationalist groups to use violent means to separate from or gain political status within a state. Likewise, it analyzes the conditions under which central governments are like to use coercive means to reign in autonomy seeking or punish separatist demands. Focusing on the propensity toward violence in post-Soviet regions such as Abkhazia, South Ossetia, and Chechnya, and the lack of violent separatism in others, this study finds personalized politics can diminish separatist violence, while state building efforts are likely to exacerbate it. As a result, anti-corruption programs and state development might lead to political instability, rather than stability, undermining the goals such reforms are meant to achieve.
