This OECD report analyzes the ability of governments to manage the financial burden of large-scale catastrophes and evaluates the data obtained by an international network of policymakers and academics formed under the aegis of this organization. This volume is split into three separate reports that examine the institutional approaches in OECD and non-OECD countries, risk mitigation from insurance coverage that lessens the impact of these disasters and the importance of effective leadership during non-conventional events. This data has been gathered for policymakers within OECD member countries and offers specific recommendations for developing and emerging countries that may not have the resources to recover from these events.
