Summary:
Two previous RAND volumes analyzed the roles of the United States and the United Nations in the conduct of nation-building, defined as the use of armed force in the aftermath of a conflict to promote a durable peace and representative government. This monograph looks at European performance, taking six instances in which European institutions or national governments have exercised comparable leadership. These include three interventions led by the European Union, in Macedonia, the Democratic Republic of the Congo, and Bosnia since 2004, and three led by European national governments, including Italy in Albania, the United Kingdom in Sierra Leone, and France in Cote d'Ivoire. Also included is a review of the Australian-led mission in the Solomon Islands, which offers an interesting contrast to the more numerous U.S.-, UN-, and European-led operations. Each case sudy addresses specific mission challenges and describes the outcomes in such areas as security, governance, and development. The case studies are followed by a comparison of U.S., UN, and European records to date, in terms of both the levels of personnel and money committed to these efforts and the operations' outcomes, as measured in levels of security, economic growth, return of refugees, and degree of democritization achieved. The volume concludes with an evaluation of the progress registered so far in developing a collective European capacity to project military power.
