Attributed to William W. Woolny in Hammond, Bray. Banks and politics in America, 1957, p. 160, 760, and in NUC pre-1956. Occasionally attributed to Oliver Wolcott, who was president of the Merchant's Bank in 1803-1804, however, Franklin B. Dexter's Biographical sketches of the graduates of Yale College, v. 4, p. 82-88, does not list it among Wolcott's publications. Cf. Gaines, Pierce W.
