- "We are fully satisfied with the measures taken by the supreme executive, for accommodating the differences subsisting between the United States and the French Republic; and it is with sincere regret we learn that those measures have been unsuccessful. We still wish for peace, and a restoration of harmony ... But should they remain implacable ... we repose a firm confidence in the wisdom ... for maintaining a vigorous defence ..."
